Understand why postal geography cannot replace property routing.

E4 is illustrative. A 5.2-mile route receives base and final 9 Remote with no volunteer signal. At exactly 5.0 miles, time still governs. A postal average cannot preserve that strict route boundary. Strong covers 1 through 3, Adequate covers 4 through 6, Limited covers 7 through 8, and Remote covers 9 through 10. Lower is stronger.
