How the signal works
Distance gates run first: above 7 road miles gives base 10, and above 5 road miles gives base 9. At 5 miles or less, estimated time gives base 1 at 3 minutes or less, 2 at 4, 3 at 5, 4 at 6, 5 at 7, 6 at 8, 7 at 10, and 8 above 10 minutes. A volunteer signal in the public station name adds one, capped at 10. Strong covers 1 through 3, Adequate covers 4 through 6, Limited covers 7 through 8, and Remote covers 9 through 10. Lower is stronger.
Worked numbers or counterfactual
This example is illustrative. E2 can calculate 5 Adequate because both 3.8 miles and 7 minutes exist. Remove either input and the result is blank. A city average, ZIP centroid, or straight line cannot fill it.
The comparison changes one governing fact at a time. It teaches the calculation and does not report a live property result.
Limits and misconceptions
Protection excludes hydrants, water supply and flow, building construction, sprinklers, alarms, apparatus, detailed staffing, mutual aid, live dispatch, current traffic, and incident conditions. It cannot predict response or loss. A station name signal is a heuristic and does not certify staffing. Area pages show HIFLD station context and never receive a city, county, or ZIP Protection number. HIFLD rows represent stations rather than departments, and a source CITY value does not establish jurisdiction.
How to read this on a result
Read the band and number first, remembering that lower is stronger. Then inspect road miles before minutes because a distance gate can control the base. Check the selected station name, whether the volunteer heuristic applied, the methodology version, and any missing-data notice. Missing road miles or drive time produces no Protection number rather than a guessed default.

A blank result is an information state rather than a weak band. It protects the scale from invented precision and tells the reader exactly what must become available before arithmetic can run. Rechecking address spelling may resolve a geocoding issue. A later routing update may resolve road coverage. Until both inputs exist, nearby station pins and area inventory records should remain context instead of being pressed into a substitute calculation.
A second check is to state what would change the result. A different routed distance, modeled time, station candidate, or applicable volunteer name signal can change the arithmetic. Facts outside those inputs require their own source and cannot be used to reverse-engineer a Protection value.
Recording the evidence
When a result informs later research, record the complete submitted address, calculation date, methodology version, road miles, estimated minutes, selected station name, whether the volunteer name signal applied, final value, and band. This small evidence trail preserves the reason for the result. A copied band without inputs loses the calculation path and invites assumptions about facts outside the model.
If a later check differs, compare the inputs before interpreting the change. Address resolution, station candidates, public station names, road data, and routing estimates can update independently. The visible evidence can show whether the formula, the source, or the route changed.
